findable 3 I'm acquainted with this kind of data, since I’ve been working with them for a long time, so it was really easy to me. But actually, finding data in IBGE’s website may not be that easy. Data is scattered through the website in many different places and you can actually find the same data in different ways.
findable_steps For GDP and Population, I just had to type in google those keywords and "municipal". For Unemployment, I did a quick research to check if the Continuous National Household Sample Survey collects municipal data. After that I visited the IBGE website and searched for Population, GDP and Unemployment at the municipal level.
licence_url https://www.ibge.gov.br/home/disseminacao/eventos/missao I didn't find something as objective as a "terms and conditions" or a real license, but I found at this link a list of fundamental principles for official statistics with some guidelines for publication and dissemination. It contains the idea of data provided for public domain.

The federal institute collects data in municipal level as well.
